OK.
Can you make another test, please? With the same gettext-0.23 binaries, but
with the environment variable GETTEXT_MUI set to a non-empty value?
In bash syntax:
export GETTEXT_MUI=yes
In cmd.exe syntax:
set GETTEXT_MUI=yes
