Ported GLOBAL to windows OS

Hello GLOBAL maintainer,

I have sucessfully ported the GLOBAL version 4.0.1
to windows DOS using DJGPP.

I will upload the binaries on my web site as soon
as you say yes.

There was little modification required in 
libutil/find.c file because DOS cannot accept more
than
126 character on command line. I had to create a
repose
file and pass it as 'find @response-file'.
