[RFC] Removing postgres support from GLOBAL.

Hi all,
GLOBAL supports postgres database as tag storage.
But with this facility, it is extremely slow of making
tag files. I would like to remove postgres support.

Several years ago, I thought it was worth supporting this
facility for the machine with a small, local disk, because
the user can create tag files in remote (and probably large)
database. But now, hard disk is in excess. No one won't use
this facility any more.

If an unnecessary facility is removed, it becomes easier
to maintain. I don't think it is worth supporting this facility

Any objection?
