[RFC] Ending WIN32/DOS support.

Hi all,
How about ending WIN32/DOS support of GLOBAL?

It is hard for me to support WIN32/DOS version of GLOBAL, because
o I don't have the environment which can be used at once.
o I don't have time to support them.
o I don't think it is worthy to support them.

Of course, this doesn't mean the WIN32/DOS code is removed.
I think we had better leave the WIN32/DOS support to those who
have the environment and time, and think it is worthy to do it.

What do you think?  Isn't there something good idea?
