Writers of parser wanted.

Hi all,

I said:

I correct it.
I would like to accept new parser if the writer takes part in GLOBAL's team
and takes the responsibility as a member.
It is a better solution for all the people, I think.

Additionally, I hope for the followings:
o Please treat both of definitions(GTAGS) and references (GRTAGS, GSYMS)
  if possible.
o Please write it as a function layer parser, since command layer parser
  is obsolete. (You can see an example for it in plugin-example/)
