I ran 'gtags' with no arguments in the Emacs src/ directory.

This does seem to occur quite frequently in other source code. So far,
I've managed to see the bug in the following projects:

* Emacs (trunk)
* Linux Kernel (3.16.2)
* GNU Binutils (2.24)
* GCC (4.9.1)

The only source code I've found where gtags will run to completion is
the source for global itself.
