Shigio, thank you for all your help. After some investigation we
found that the GTAGSLABEL environment variable was inadvertently set
causing all the confusion. Now our CentOS 7 build is working as
expected.
The "gtags --debug" command line option is invaluable. I think it
would be very helpful if it were documented in the man page.
