I don't think so.The big project which has a long time develop history may have something gtags cannot generate the right file. You may see https://github.com/ludovicchabant/vim-gutentags/issues/225, many people come across this problem, not only me. so I think this is gtags bug.

Why did you find out that the size of the project was the cause?
I think you should start by simplifying the reproduction environment.
How about solving the following warnings first?
