Yes, up to a point.  For purely practical and legal reasons, we need a
way of checking that the content conforms to project rules about
copyright, spam, and plagiarism. We would need to select acceptable
languages carefully to ensure we have the "editing" resources necessary
for those specific languages. There's no point accepting arabic if
no-one on the editorial team can read arabic...
