Insteead of redefining a new DTD, I suggest you read the TEI Lite
document.

It contains all that you want and need, has been used by thousands of
people who know what is needed, has been worked on by academics and
practitioners, is well documented and has tools to create indexes,
translate to HTML, LaTeX, FO, RTF, <name your format>.

All the tages I have seen in this mailing list is provided in TEI, and
more!

Don't create a new XML DTD on your own, it will be reinventing the
wheel, and probably not as round as it already is with TEI.

Furthermore, TEI has provision for extensions.  It is broken into
several tag sets for special documents and, if the existing tag sets are
not sufficient, extensions can be added easily.

I have already worked on encoding encyclopedia and other documents.  The
way to advance positively would be to
1) try the TEI Lite version and encode some documents
2) see what's missing and if a specific TEI tag set resolve the problem
3) if we still miss some tags, create our extension
4) create a document that describe the specific practices for encoding
our encyclopedia.

If you start another DTD, it will take you years before it gets to the
maturity of the TEI DTD.

Sorry for pushing that hard but, as RMS stated, working on the tools
will bring us nowhere near the creation of an encyclopedia.  Start
writing contents using existing tools and try to improve them if
required.
