Not sure what you mean by 'framework'...  If you mean something like
"how-to" documentation, I've been working on writing such a thing:

See especially section IV.

If by 'framework' you mean more of an infrastructure and set of tools
and such, there's various options out there, the most typically employed
being, of course, Sourceforge.
