IMHO, it is a mistake to allow submission in formats that do not meet
the following conditions:
- Published specs
- Commitment to always issue a public spec with new versions

We may sacrifice technological niceties for sake of ease of submission,
but we can't sacrifice principles of openness. 

In addition, I do not think that the rules above create any serious
bottleneck for authors of articles. And having them see how MSWord saves
to HTML will even be educative :-)
