Yes, except the headnote (if desired) should be added by the
classifiers. See:

Yes, the classifiers will know what is the latest version. Since we've
pretty much decided on XML for the format (and TEI for the DTD with
less conviction), storing these in files makes sense:
uniqueID.en.version.xml
with optional (or not, depending on who you ask) signatures:
uniqueID.en.version.xml.asc
The versions should just increase (i.e. 1, 2, 3, 4 etcetera).

I agree, but this is something the classifiers can handle.
