etags generates a non-valid tags table

etags generates a non-valid tags table |

I have tried using etags, but the file generated is not correct according to
emacs 20.7.1. I am running NT 4.0. Emacs complains that it "is not a valid
tags table". Here's a copy of the generated tags file:
