There is basic theme support for Custom now, though it won't be in
Emacs 21.1, and any higher-level support added to Emacs would be
expected to use it. It is a port of Vroonhof's XEmacs code and is not
specific to colours. It needs work to make it do useful things;
contributions would be welcome.
