Not that I am aware.
My best guess is that Emacs now calls "cleartool" directly, instead
of through SHELL, so the appropriate quoting character has changed.
The default value of w32-quote-process-args chooses the appropriate
quoting character for the program being run. Is there some reason why
you need to override it?
