By how much?Even if that change causes problems (which is unlikely), we'd only have to revert it, and, unless other issues have come in the meantime, we could build and release Emacs 25.1 right then, more or less.
It's not like a regression there has a significant potential to obscure other problems. We've tested the current state of the URL package pretty well by now anyway.
