I cannot reproduce it here, though I am not on OS X but installed the
binary as "gpg1". What do the following expressions return?
(epg-find-configuration 'OpenPGP)
(epg-find-configuration 'OpenPGP t)
(epg-config--make-gpg-configuration epg-gpg-program)
