If you have a reliable source for the encoding tables, sure.
RISCOS-LATIN1 is already supported, if GNU libiconv was configured with
--enable-extra-encodings. [1] Note that this is a bit different from the
first table in [2]; the source given in [2] does not look very reliable.
IIRC, I got my conversion table from a RISCOS user in 1999.
