I'm not sure what is OS-agnostic. "man command" could use "default titles" for
manual page. Perhaps this could be considered OS-agnostic.

The first command in a man page should be a TH command:
.TH title section date source manual.
....
manual The title of the manual (e.g., for Section 2 and 3 pages
in the man-pages package, use Linux Programmer's Manual).

iconv as part of GNU C library should be "Linux ..." but outside perhaps should
skip manual argument
