I'm not familiar with ubuntu, but I understand it's Debian based. So
the comments below should be taken in that context.
The maintainer of the Debian libplot package decided to rename the
package from "libplot" to "libplot2" (and subsequently to
"libplot2c2"). However this is not relevant to building pspp, because
the shared library is still accessible through the symbolic link
/usr/lib/libplot.so which is provided by the package called
"libplot-dev".
Have you installed libplot-dev on your system? The cvs version of
pspp should build "out of the box" if you have. What error message(s)
are you getting?
