Details:
If a complex procedure is executed from the GUI, on a large dataset, the gui
becomes unresponsive whilst that procedure is active. For this reason, and
for others, it would be desirable to implement at least some level of
concurrency.
In order to do that, it'll be necessary to eliminate or protect all static
data from the lower levels, ie: src/libpspp src/data and from gnulib
