This is really a user support request, so you should ask it on the

You will stand a better chance of getting the problem resolved if, in
addition to the above description, you also state :

        - The version of pspp that you're trying to install;
        - The version of your operating system upon which you're
          trying to install it (probably Windows, but which version?)
        - If you're installing from one of the third party, precompiled
          binaries (which it looks like you are), which one and where
          you downloaded it from.
