Details:

I've compiled the git version of pspp to windows, and seems that relocatable
isn't working 100% right.

The glade files are being find even if I change the install location, so this
is working.

But when I run pspp.exe -vv, I've got this:

pspp.exe: searching for "rc" in path
"/.pspp:/home/michel/prof/pspp/pspp_install/etc/pspp"
pspp.exe: ...not found
pspp.exe: searching for "devices" in path
"/.pspp:/home/michel/prof/pspp/pspp_install/etc/pspp"
pspp.exe: ...not found

Even on windows It keeps looking on those folders.
