Details:
Normally variables whose names differ only in case are not permitted. For
example if there exists a variable called "fred" then another called "Fred"
may not be created.
However currently this properly detected except for the special case of
variables whose names only contain ascii characters.
For example, there is nothing to stop the variables "Über" and "über" from
existing concurrently.
