Do you mean the form feeds, for example the one on the line just
before "Changes from 0.3.0 to 0.4.0:"?  There is nothing binary
about a form feed.

When you say "The file NEWS is recognized as BINARY on my build",
what do you mean?  What program identifies it as a binary file?
