A solution could be to use the same behavior of the window to save/save as in 
LibreOffice.

1. There is a widget to choose the file format (commonly not displayed). That 
is the first choice of file format selection.
2. Then there is the widget to display the files in the file chooser, however, 
to select a particular file type (eg. *.csv), the current file is saved in that 
format.
3. Finally, you can select a file format manually adding the file extension 
(automatic detection).


There is an orderly hierarchical format for selection for the 3 options.
Option 1 is the primary and dominant to the other two options.
Option 3 predominates to option 2.


I think that might be a good solution.
