Follow-up Comment #5:

Just now I tried to do the same thing in LibreOffice Writer.  It has a similar
interface to PSPPIRE for this.  However, its interface is less confusing for
one simple reason: it defaults to showing "All Files" instead of just a single
format in the file chooser.  Thus, when the user looks to see where he should
choose the format to save in, he sees the place where it says the default
format and changes that one, instead of seeing two places where it says the
default format and possibly changing the wrong one.

This would be a simple change in PSPPIRE.  Would this fix the problem?
