I see what you mean.
This is not exactly a case of UTF-8 vs ASCII. Rather a question of how
the table lines/columns are represented.
Anyway I pushed a change along the lines that you suggested. Now the "Text"
option uses Unicode box characters and there is a "Text (plain)" option
which uses ascii substitutions. Note that the resulting file may not
necessarily be ascii if the output contains non-ascii characters.

Has unified design tables? If not, I think it would be a good
idea to add both options in psppire, very similar to SPSS.
