Follow-up Comment #2, bug #46575 (project pspp):
I don't know. On a modern, fast standalone machine the startup speed is not a
problem. However if the machine is operating over a network, then latency can
be significant. Unfortunately there is no reliable way to know a priori if it
is needed.
