This is not a PSPP bug.
http://pspp.awardspace.com works for me. Maybe it was temporary unavailable. I
have also seen reports in the past that the site couldn't be reached from some
continents or countries.
An other way to get the same files is
https://sourceforge.net/projects/pspp4windows
In fact pspp.awardspace.com links to
https://sourceforge.net/projects/pspp4windows
The bug can be closed
