Details:

I use Czech names of folders in Windows 10 (64b), but PSPP has a problem read
files in this folders. I have been got an error:

Could not open `D:\Dokumenty\Projekty\QJ1520322 - Vodní štítek\Data ČHMÚ
\vyber_odovliv_81_15_Qa.csv': No such file or directory

But the same file in the root directory `D:\vyber_odovliv_81_15_Qa.csv' is
read correctly.
