Details:

We would like to create a localized version of the PSPP documentation, but for
maintenance reasons, we really would like to be able to translate only PO
files, which could be achieved by generating a POT from the Texinfo
documentation.

Currently I am not sure if this is possible, but it would be really great, as
the approach could be used in other places too, which would help immensely in
quite a few projects.
