Follow-up Comment #1:

This was intentional.    The rationale was that it is probably a mistake if
the user adds a case with many missing values, and inadvertently hitting a
button when the cursor is at an arbitrary place on the sheet could cause lots
of "junk" to be entered which would be hard to undo.
