PSPP-BUG: Problems importing .csv file

I have upgraded windows 10 pro (Version 1803 OS build 17134.1) and  PSPP 0.10.4-g50f7bf.  I can no longer import .csv spreadsheet data.  Is there a new method for importing data that I have missed?

 

When attempting to import, I am going to File|Import Data!<file path and file name> .  Once the file name is selected the screen goes blank with “Select File to Import” in the upper left hand corner and the Reset, Next, Back, Finish and Cancel buttons at the bottom.

 

What am I missing?
