Thanks for the report. I was able to reproduce this bug with PSPP 1.4.1, but
not with the current Git head. I did find and fix a different bug while
investigating it, see commit db8e899446fa ("encoding-guesser: Avoid reading
uninitialized data for zero-length files.").
