The following syntax and output makes the problem clearer:


GET 'nhtsa.sav'.
compute sex = qns3a.
CTABLES
  /TABLE = Sex [COUNT, COLPCT] BY region
  /SLABELS POSITION=ROW
  /CATEGORIES VARIABLES = region TOTAL = YES.
