Tried your sequence too, but it leads to the same errors. Adding as suggested

LC_ALL=C make -j1 install

fixes it again.

can you say which sequence of make commands you are doing? Looking at the debian build log, the sequence for the debian build is:

make -j6 all
make -j6 html pdf
make -j1 install
