PSPP-BUG: [bug #66530] test fail mostly on ASCII/strings and tables dimensions maybe due to greek language used

Follow-up Comment #18, bug #66530 (group pspp):

I don't know what "make" tests would be.  "tests' is the standard name for
this directory, so I'm not going to rename it to a much longer name.  It also
doesn't make any sense to create a new Makefile; PSPP has only one Makefile
that does everything.  And it doesn't make sense to try to tell the user what
to do for every test; the correct thing for a user to do is to report the
problem.

I can add a README.  That makes sense.
