2168 conf "system-accounting yes|no" (to en-/disable utmp/wtmp)

We have some very busy radius-servers running. These have been causing
considerable load on our servers because of utmp/wtmp writing. Since
we do not use these files at all, I was in need of an easy way to
completely disable system utmp/wtmp accounting. Therefore I wrote this
patch. This patch makes it possible to disable utmp/wtmp using the
following in the server configuration file:

option {
   system-accounting no;
};
