command in gnubg-cli, but makehyper is a separate executable.

There are no menu entries or desktop shortcuts for it, but it is 
probably in AppData\Local\gnubg in your profile. Anyway, you can check 
the properties of the gnubg/gnubg-cli shortcuts or menu entries to find 
where these files as well as makehyper and makebearoff are.

You should launch it from there in a command or powershell terminal.
