I had a quick look, these are two false-positives that are also
mentioned in the NEWS file.
We'd like to accept a patch to the testsuite for this "special"
environment, but so far there was no one providing it.
Note: Using Cygwin for GnuCOBOL is _only_ reasonable when you use Cygwin
in general, otherwise native windows builds (mingw / msys2) are much
more reasonable and Arnold Trembley provides both build guides and
binaries for this [1].
