Hi Paul,

FYI, I've just made these changes in coreutils
(`make distcheck' still in progress):

        * gettextext.m4 (AM_PO_SUBDIRS, AM_NLS): Don't define as no-ops.
        Their absence provoked a failure due to non-creation of po/Makefile.

        * nls.m4, po.m4: New files, from gnulib.
