I see no harm in having the sources in gnulib for anyone who wants to
use them. Clearly documentation is lacking, but that is true for all of
gnulib :(.

By my argument, having sources for the standard str* functions in gnulib
would also be ok, although we wouldn't list them as dependencies.
If libltdl has a cvs repository or something, we could autoupdate them
just as we do for many other files from libc, gettext, etc.
I can't answer about argz.
