Didn't RMS suggest some standard wording for these m4 files recently?

Gary, Alexandre: is that issue done, or was some back-and-forth still
needed?  I don't recall the exact resolution (if any).  For context,
here's the wording Bruno just proposed for error.m4, but I vaguely
recall RMS proposing something that was more permissive.
