[bug-gnulib] gettext sync from source?

With the recent spate of license changes, we've lost many more
once-synced files from gettext.  In all, about half the files once
synced no longer are.

So, I wonder if we would be better off checking against the gettext
sources instead of the last gettext release.  I recall Bruno did not
want to do this for various important source files, but it could be done
just for these files with only doc changes.

On the other hand, if the next gettext release is coming soon, then fine.
