"preserve-notice" sounds fine.
I guess I should mention that rms calls a rather similar license notice
"all-permissive" in maintain.texi:
Copying and distribution of this file, with or without modification,
are permitted in any medium without royalty provided the copyright
notice and this notice are preserved.
I don't think rms feels strongly about this exact wording, since
maintain.texi only says a license "like" this one. As Bruno (I think it
was Bruno) pointed out, the "without royalty" phrase seems somewhat
oddly placed; something like
are permitted in any medium, without royalty, provided the copyright
seems better. rms did not agree to change it, though. I use it as-is
for the README and other files in Texinfo (and Hello).
