Does the smiley mean you are playing devil's advocate? :)
I think most people who've gone to the trouble to download
the spec and browse offline can find a workaround.
Adding five symlinks might be all it takes to make things work.
Besides, isn't it worth a tiny sacrifice to avoid
systematically including meaningless (and long) strings
like onlinepubs/009695399/ in our code and documentation?
