Same for me. Users of these modules will notice immediately when a header
file that they use is gone, and look up the NEWS.

Oh, I didn't propose to delay the removal of the header files. The reason
there is no file removal in the first two patches is that these modules,
up to now, did not provide a declaration of the functions at all. Which is
why coreutils declared them itself (src/uptime.c:49 and src/su.c:64).
