Hi Sergey,

Thanks for working on this.
If you're still pursuing this, I for one would like to use your addition,
even if it's not 100% future proof.  Eventually, I suppose gnulib-tool
will be silent-rules-aware, but in the mean time, this is a definite
improvement.
